Isay Gulley

A dedicated leader in community development, Isay M. Gulley has spent over 40 years advocating for affordable housing and economic empowerment. As CEO of Clearwater Neighborhood Housing Services, she led the construction of over 270 affordable homes in Pinellas County and helped secure over $40 million in reinvestment for underserved communities. She also served 22 years in the U.S. Coast Guard Reserve, retiring in 1999.
Appointed by Governor Lawton Chiles to multiple state commissions, Isay has held leadership roles on numerous boards, including the Pinellas Community Foundation, where she continues to support efforts that strengthen local communities. Her impact has been recognized with prestigious honors, including the Key to the City of Clearwater and the Trailblazing Women Award. She remains active as a licensed consultant through IMG Consulting, dedicated to community-driven solutions.
