Duggan Cooley brings more than two decades of nonprofit leadership and fundraising experience to his role as Chief Executive Officer of Pinellas Community Foundation. A longtime resident of Pinellas County, Duggan leads with both strategy and heart—guided by a belief that every person deserves to live with dignity, opportunity, and support. Since joining PCF in 2016, he has led the Foundation through a bold transformation—elevating its visibility, expanding its grantmaking, and growing its assets to over $130 million. Under his leadership, PCF has become a trusted convener, collaborator, and catalyst for addressing some of the region’s most pressing challenges.

Duggan’s passion for service began early—raising funds for St. Jude Children’s Research Hospital as a child and later volunteering in a soup kitchen, where he first witnessed the realities of food insecurity. These formative experiences inspired a lifelong commitment to community service. Over the years, Duggan has led initiatives addressing hunger, homelessness, domestic violence, and the needs of older adults—always with a focus on listening to community voices and building collaborative solutions that lead to long-term impact.

Prior to joining PCF, Duggan served as President and CEO of United Way of Pasco County and Religious Community Services, leading both organizations through strategic growth and systems change. His career has also included leadership in nonprofit startups, organizational mergers, and public policy advocacy. He holds a Master of Nonprofit Administration from the University of Notre Dame, and degrees in Psychology and Classics from the University of Florida. He is a Certified Fundraising Executive (CFRE), a past president of Leadership Pinellas and the Pinellas County Estate Planning Council, and a trusted advisor to philanthropic initiatives across the region.
