A Pinellas County native with over two decades of leadership in philanthropy, equity, and community development, Delquanda Turner Smith brings a systems-level lens to her role as Senior Program Manager for ARPA-funded initiatives at Pinellas Community Foundation. She oversees the implementation and grants management of federal ARPA programs, working in close partnership with government agencies and nonprofits to ensure compliance, transparency, and measurable community impact.

Delquanda’s professional path has included key leadership roles with the Foundation for a Healthy St. Petersburg, the Pinellas Education Foundation, and the Juvenile Welfare Board. She also served as Chief Operating Officer of Inclusivity, LLC, where she supported agencies in advancing cultural competency and developing sustainable equity strategies. Drawing from both her lived experience and professional expertise, Delquanda is deeply committed to building long-term community resilience and supporting movements that drive equity, health, and lasting prosperity.
